Following the petition approval by USCIS, the Department of State plays a crucial role in determining if an immigrant visa number is immediately available to the foreign national, regardless of whether they are already present in the United States. The availability of this visa number is a key step, as it signifies that the foreign national can then proceed with their application to have one of these limited numbers assigned to them, ultimately leading to their status as a Lawful Permanent Resident.
